The man's going abroad to watch "dodgy" cabarets, eat huge plates of shell fish while downing glass fulls of champagne. Although really just propaganda, it's fun to watch propaganda.

I assume most Englishmen went to France or Spain for holiday, did the same hold true for those Countries?

Somewhat odd and propagandish bit here admonishing travellers to ONLY bring five pounds in notes. Heaven forbid we'd have to pick you up from the airport when you spent all your money abroad. interesting piece of history here.

Yes, it was a law in England at the time. Many countries still have very sharp limits on how much local currency can be taken out of (or into) the country. The U.S. is one of the very few with no restrictions (other than to report amounts over $10,000) on how much you can take out or bring in.
